Exodus 34:7 "YET HE DOES NOT LEAVE THE GUILTY UNPUNISHED"
Most people believed that God is love, that He is so gracious that He forgives sins even the sins of the most wicked and vilest man that ever lived. These things are absolutely true. In Exodus 34:6 NKJV is the summary of God's characters toward sin. But these things which are true about God are being molested, and abused. Most people use this as an alibi to conceal their own sins. For example when they heard the Gospel and confronts their sinful acts by the preaching of the Gospel they will cover up their selves from this truth saying "Anyway God is so gracious and loving and compassionate.". To the worst, many are using this truth as license to sin. But they forgot something. The fact that God is so loving, gracious, and compassionate, He hates sin. He abhors it. And God said that He does not leave the guilty unpunished. Meaning to say, all sins will receive JUSTICE.
WHO ARE THE GUILTY?
In Romans 3:23, it says there that all have sinned. The word "ALL" means all. There's no exception (except Jesus Christ). It includes all people whether male or female, old or infant and even a life inside the mother's womb. It is the truth of the matter. Everybody offended the Holy God. Therefore the guilty are no other than man, the entire humanity. We are all sinners, and we sinned against God. According to Romans 6:23 "The Wages of Sin is Death". Meaning to say, all men are deserving to be thrown out into everlasting fire of hell where the wrath of the Almighty Holy God will be experienced day and night.
THE COMPASSIONATE AND GRACIOUS GOD
In verse 6 of Exodus 34, the word LORD is mentioned twice and that gives a great emphasis of who He is. The attributes of God toward sinners is being greatly emphasized. And most people like this statement. Believers like this truth about God because they are experiencing this Great Love of God while unbelievers like this truth about God and they will use this to justify their sinful lifestyles by saying to themselves "by the way God is a loving God...".And they will continue to live in their sinfulness. But these people, on the Judgement Day will be frustrated by the fact that the God they knew who is loving will say to them "I Never Knew You. Depart From Me You Workers of Iniquity" (Matthew 7:23).
EVERY SIN WILL RECEIVED ITS PUNISHMENT
In verse 7 though God is a compassionate and gracious God He will still punished every sin because those sins offended Him. There's no other punishment for sin except death. This is all about the second death, wherein soul will be separated from God and this soul will suffer God's wrath in hell because of the sin in him.This the reason why Jesus said to the Pharisees three times "You Will Die in Your Sin" (John 8:21, 24). Man will go to hell not because God ceased to be compassionate, gracious, loving, and faithful but because of sin in man's soul. Unless sin will be taken away, God's wrath and justice will be poured out to him. This is the reason why the psalmist sang in Psalms 32:1 "Blessed is he whose transgressions are forgiven, whose sins are covered".
THE SINS OF UNBELIEVERS WILL BE PUNISHED
The sins of all people who rebelled against God will be punished in the final Judgment. Even those people inside the church, those who ministers and those think God loves them will be surprised on that day like those who cried out "Lord, Lord". Their sins will be their millstone that will make them sink. This people whom the Lord let them in their sinfulness (Romans 1:24, 26, 28). These people are the same people in Jude 4 who change the grace of God into a license for immorality and denying Jesus as Sovereign Lord. These are the same people nowadays who justify their sinfulness on the basis of God's great love without acknowledging the Holiness, Righteousness and Justice of God.
THE SINS OF BELIEVERS HAD ALREADY BEEN PUNISHED
Yes, the sins of the believers had already been punished. Those sins had been punished in the life and soul of Jesus Christ. The moment Jesus cried out to His Father "My God, My God..." the sins of the believers were all transfered to Him in order that all those sins must be punished in His soul. That's what it means, Jesus was born to die. And this is to die in the sins He never done and be punished to the crime He never committed. God never leave those sins of believers unpunished. Jesus died for those sins. When Jesus Christ cried out "It is done", it is not only the cry of victory but also the cry of the one who relieved from punishment.
The sins of the believers had already punished through the death of our Lord and Savior Jesus Christ. On the other hand, the sins of the unbelievers will be punished soon. Those whose sins were already been punished will hate the sins in him and love the one who bore the punishment by being obedient to Him. But to those sins that have not been punished will continue to love the sinfulness and rebel against the Holy God.
Remember that the God who loves you when you were still a sinner is the God who hates your sin
